Summary


The first cycle of industry engagement is focussed on the process of creating a new movement. To ensure the project team was able to capture the pain points in the current process and opportunities to make the movement creation functionality intuitive, KPMG team has conducted a number of 1:1 sessions with the industry participants. Following-on from the 1:1 sessions, the Monday session captured insights from additional industry participants relating to movement creation.

What is a movement?  


A waste tracking ‘movement’ in the Integrated Waste Tracking Solution is a common term across states and waste types that represents the transport of waste between locations. Movements include Waste Transport Certificate, Transport Certificates, Consignment, Consignment Report 

Creating a movement as part of the end-to-end workflow: 

Key themes from feedback:  

  • Forms should be easy to use with clear descriptions, auto-fill and sequencing 
  • Forms and workflow should align to relevant regulation automatically 
  • Bulk upload is important for volume operations 

Key pain points associated with creating waste movements: 

  • Major delays can occur when we require a regulator to issue the consignment authorisations. 
  • In VIC it can be difficult to get generators onto the online system. 
  • Forms include poor description of waste streams and confusion over correct waste codes 
  • Some regional areas not registered on electronic systems because receivers don’t have business processes in place. 
  • Lower skilled staff can find the forms intimidating 
  • Generators rarely have the knowledge and understanding to correctly complete waste tracking requiring the receiver to audit and correct. 
  • Difficulty reading handwriting, paper copies are easily misplaced and/or incorrect copies provided to receiver. 

Key opportunities associated with movements of waste: 

  • QR codes at generators (provided by receiver) that can be scanned by transporter and pre-populates information and correct waste codes. 
  • Pre-populate form with company details to save manual entry 
  • Bulk upload system to allow sites that do a high volume of forms at the end of the day into the departments portal 
  • Real time tracking for internal use only but lag reporting (to regulator) so that codes and weights etc can be corrected if required. 
  • Project based TC for large projects eg road construction where the same waste (e.g. contaminated soil) can be managed on the same TC but updated as loads delivered.
